29 CFR  1910.27(a):  The employer did not ensure that scaffolds used in general industry met the requirements in 29 CFR part 1926, subpart L (Scaffolds):     a) Jobsite, outside production area (Farm Area), 240 Bentwood Avenue, Johnstown, PA 15904:  On or about March 12, 2025, a Metaltech brand mobile scaffold used in the Farm Area (Outside Production Area) was not plumb, level and squared as required by 29 CFR 1926.452(w)(1) in that the scaffold was being used on an uneven surface near a drainage grate.    b) Jobsite, outside production area (Farm Area), 240 Bentwood Avenue, Johnstown, PA 15904:  On or about March 12, 2025, Metaltech brand mobile scaffolds used in the Farm Area (Outside Production Area) did not meet the requirements of 29 CFR part 1926, Subpart L (Scaffolds) in that the scaffold caster and wheel locks were damaged and not functioning properly making it difficult for employees to ensure the scaffold wheels and casters were properly locked with positive wheel and/or wheel and swivel locks or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner as required by 1926.452(w)(2).  c) Jobsite, outside production area (Farm Area), 240 Bentwood Avenue, Johnstown, PA 15904:  On or about March 12, 2025, damaged or weakened parts were not replaced or repaired as required by 1926.451(f)(4) in that some of the locking pins on Metaltech brand mobile scaffolds used in the Farm Area were missing and/or replaced with wire.
