29 CFR 1926.503(c)(3): The employer did not retrain affected employees who had already been trained but demonstrated inadequate understanding and skill required by paragraph (a) of this section: On or about March 28, 2025, on the southwest side of the jobsite, employees were working at heights greater than 6 feet without any form of fall protection while performing commercial construction indicating employees did not retain the requisite understanding or skill. The Frontier Roofing Services, LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.503(c)(3), which was contained in OSHA inspection number 1634283, citation number 1, item number 2 and was affirmed as a final order on January 17, 2023, with respect to a workplace located at 12420 Pellicano Drive, El Paso, TX 79928.
