29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall, was not guarded to eliminate the hazard of impalement: a) Jobsite, 11858 State Route 85, Kittanning, PA 16201: Observed on or about April 1, 2025, unguarded protruding rebar was observed along the entire length of the building. Employees working on the main level and on the roof of the building were exposed to the hazard of impalement.

29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who was on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems: a) Jobsite, 11858 State Route 85, Kittanning, PA 16201: Observed on or about April 1, 2025, seven employees were observed working from the roof of a metal building while not protected from falling. The employees were exposed to a fall hazard of approximately 38 feet to the ground below. The employees working on the roof of the building were wearing harnesses but none of them were tied off.
