29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: On or about 4/7/2025, the employer did not ensure portable ladders were constructed and placed so three (3) feet or more were extended above the upper landing at the job site located at the 3259 Ridgetop View Drive, in Oakville MO. The ladder the employees used to access the roof was extended approximately 1.5 feet beyond the upper landing, or edge of the roof, thus exposing employees to fall hazards. United Exteriors & Construction LLC was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.1053(b)(1), which was contained in OSHA inspection number 1679145, citation number 1, item number 2 and was affirmed as a final order on 12/28/2023, with respect to a workplace located at 2020 N Belt East Scott Credit Union, Belleville, IL 62221.
