An employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  a)  Apartment construction, 45 Larry Holmes Drive, Easton, PA 18042:  On or about April 8, 2025, an employee was working on an A-Frame ladder on an unprotected balcony four (4) stories high and was not protected from falls by the use of a guardrail system, safety net, or personal fall arrest system.
