29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided: a) On or about 04/04/2025, during the renovation and restoration of a commercial building located at 20 North Union Street, in Rochester, New York, an employee was exposed to falls when accessing an upper level working surface by taking two steps, first stepping on a 2X4 wood piece of 28 inches high and then stepping on the roof top of 36 inches high. NO ABATEMENT CERTIFICATION REQUIRED
