29 CFR 1926.451(g)(4)(i): Guardrail systems were not installed along all open sides and ends of platforms. Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews. On the Beach Road side of the building, in front of the CMU stairwell: Employees were performing masonry work from the second level of the scaffolding that did not have a guardrail system.. Employees were exposed to fall hazards. The Paragon Corp. was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 1537104, citation number 1, item number 1 and was affirmed as a final order on 10/8/2024, with respect to a workplace located at Susupe, Saipan.

Inside building, concrete stairs to second level: Employees used stairs with 8 risers and over 60 Inches tall to access the second floor that was not protected with a stair rail system along the unprotected side. Employees were exposed to fall hazards.
