Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems. a) On or about?May?29,?2025, the employer failed to ensure employees properly used an adequate fall?protection system while performing work on a 12?12?pitch roof. As a result, employees working 21?feet?4?inches above the lower level were exposed to the hazard of falling. Repeat Violation: Cecil Roofing LLC. was previously cited for a violation of an equivalent Occupational Safety and Health Standard 1926.501(b)(13), which was contained in OSHA inspection number 1545220, citation number 1, item number 1 and was affirmed as a final order on 10/01/2021, with respect to a workplace located at 5205 Stony Run Ct. Liberty Township, Ohio 45044.

29 CFR 1926.502(d): "Personal fall arrest systems." Personal fall arrest systems and their use shall comply with the provisions set forth below. Effective January 1, 1998, body belts are not acceptable as part of a personal fall arrest system. Note: The use of a body belt in a positioning device system is acceptable and is regulated under paragraph (e) of this section. a.) On or about?May?29,?2025, the employer allowed employees to use an outdated body belt instead of a full?body harness as part of a personal fall?arrest system while working on a 12?12?pitch roof. As a result, employees positioned 21?feet?4?inches above the lower level were exposed to fall hazards.
