29 CFR 1926.20(b)(1): The employer did not initiate and maintain programs necessary to ensure compliance with the Occupational Safety and Health Standards:        Employee(s) engaged in roofing work using ladders, powered tools, personal protective equipment, fall arrest systems, and etc. at located at 11134 S. Nobel, Olathe, Kansas were exposed to struck by and fall hazards in that the employer had not developed nor implemented safety and health programs that provide construction hazard recognition guidelines to mitigate construction hazards.

29 CFR  1926.503(a)(1):  The employer did not provide a training program for each employee who was exposed to fall hazards that enabled each employee to recognize the hazards of falling and train each employee in the procedures to be followed in order to minimize these hazards:     Employee(s) engaged in roofing work at a commercial building located located at 11134 S. Nobel, Olathe, Kansas were exposed to fall hazards approximately 18 feet - 4 inches due to no training in the recognition of fall  hazards and the methods to mitigate those hazards.

29 CFR  1926.501(b)(2)(ii):   Each employee on a walking/working surface 6 feet (1.8 m) or more above a lower level where leading edges are under construction, but who is not engaged in the leading edge work, shall be protected from falling by a guardrail system, safety net system, or personal fall arrest system:     Employee(s) performing roofing work along the northwest corner of the building located at 11134 S. Nobel, Olathe, Kansas, approximately 18 feet - 4 inches from ground level  were exposed to fall hazards.  Roofing workers wearing safety harnesses were not connected to any type of fall restraint system to prevent fall hazards.
