29 CFR  1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a)  At 8073 Fir Tree Drive, Lot 7N Blackwater Reserve, Milton, Florida:  On June 23, 2025; the employer allowed his employees to use an extension ladder to gain access to the roof and the rails of the ladder did not extend three feet above the roof landing to provide safe access exposing his employees to a fall hazard of 10 feet 8 inches to the ground below.

29 CFR  1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a)  At 8073 Fir Tree Drive, Lot 7N Blackwater Reserve, Milton, Florida:  On June 23, 2025; the employer allowed his employees to perform framing activities without fall protection exposing his employees to a fall hazard of 10 feet 8 inches to the ground below.  The Juan Manuel Ramirez dba Juan Manuel Ramirez was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(B)(13) which was contained in OSHA inspection number 1797915, citation number 1, item number 3, group A and was affirmed as a final order on March 3, 2025, with respect to a workplace located at 8556 Bluebell Street, Lot 75B Plantation Woods, Milton, Florida.

29 CFR  1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:   a)  At 8073 Fir Tree Drive, Lot 7N Blackwater Reserve, Milton, Florida:  On June 23, 2025; the employer allowed his employees to perform framing activities without first ensuring his employees were trained on the hazards associated with falls to include but not limited to setting up and inspecting fall protection exposing his employees to a fall hazard of 10 feet 8 inches to the ground below.  The Juan Manuel Ramirez dba Juan Manuel Ramirez was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.503(A)(1) which was contained in OSHA inspection number 1797915, citation number 1, item number 3, group B and was affirmed as a final order on March 3, 2025, with respect to a workplace located at 8556 Bluebell Street, Lot 75B Plantation Woods, Milton, Florida.
