29 CFR 1926.200(g)(1): Construction areas were not posted with legible traffic signs at points of hazards:      a) 900 block of Spruce St., Wilmington, DE 19801 (southbound): On or about July 11, 2025, the employer failed to provide warning signage visible to the public at points of hazards while traveling southbound on N. Spruce Street to assist traffic in understanding traffic pattern changes at the point of hazard due to road striping activities. MUTCD Section 6G.01 states: when the workspace is within the traveled way, except for short-duration and mobile operations, advance warning shall provide a general message that work is taking place and shall supply information about highway conditions. TTC devices shall indicate how vehicular traffic shall move through the TTC zone.     In the alternative:     900 block of Spruce St., Wilmington, DE 19801 (southbound): On or about July 11, 2025, the employer failed to provide warning signage visible to the public at points of hazard while traveling southbound on N. Spruce Street to assist traffic in understanding traffic pattern changes at the point of hazard due to road striping activities. MUTCD section 6G.02 states: mobile operations shall have the appropriate devices on the equipment (that is, high intensity rotating, flashing, isolating, or strobe lights, signs, or special lighting), or shall use a separate vehicle with appropriate warning devices.

The employer failed to ensure that high visibility vest were worn as required by 6D.03 of the MUTCD 2009 Edition.
