29 CFR  1926.451(g)(1):The employer did not ensure each employee on a scaffold more than 10 feet above a lower level was not protected from falling to that lower level:  (a)RC Home Improvement, Inc. at 2011 3rd Avenue, Aberdeen, SD 57401:  On or about and at times prior to July 22, 2025, the employer did not ensure that employees were protected from falls when working from pump jack scaffolding platforms while conducting siding activity on a commercial apartment complex.  This condition exposed employees to fall hazards greater than 10 feet.

29 CFR  1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person:  (a)RC Home Improvement, Inc. at 2011 3rd Avenue, Aberdeen, SD 57401:  On or about and at times prior to July 22, 2025, the employer did not ensure an accident prevention program was developed and implemented for the work environment to include regular inspections of the jobsite, materials, and equipment; conducted by a competent person.  Employees were exposed to fall hazards, collapsing scaffolding from lack of installed sill plates, and eye injury from lack of eye protection, as a result of conducting commercial siding activities. This condition exposed employees to a variety of hazards identified on site.

This condition exposed employees to struck-by hazards associated flying debris.  (b)RC Home Improvement, Inc. at 2011 3rd Avenue, Aberdeen, SD 57401:  On or about and at times prior to July 22, 2025, the employer did not ensure that all employees wore appropriate eye and face protection while operating cordless circular saws while conducting siding operations on a commercial apartment complex.  This condition exposed employees to struck-by hazards associated flying debris.
