29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. The scaffold frame was used as a means of access. a) Jobsite located at 1801 Webster St. Philadelphia, PA 19146. The employer allows employees to use the scaffold frame on a tubular welded frame scaffold as means of access. Employees were climbing the scaffold frame to access the scaffold to conduct masonry activities. Employees were exposed to a fall hazard of approximately 20 feet in height to the ground level below. Condition was noted on or about August 4, 2025.
