29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s). a) At the site located at 7780 60th St. N, Pinellas Park, FL 33781; on or about August 18, 2025, the employer did not ensure that a competent person conducted an inspection of the job site to identify heat related hazards and implement means to prevent heat-related illnesses. Employees were exposed to the hazard of high heat from the sun during the performance of their job duties, digging underground for electrical pipe placement, chipping concrete and handling scraps. . The calculated Wet Bulb Globe Temperature (WBGT) ranged from 27?- 33? (81? to 91?) and a calculated heat index of 33?-42? (91 ? to 108?) while working outdoors for approximately 8 hours performing light to moderate manual labor and wearing long sleeve shirts and long pants. Such exposures are likely to lead to the development of serious heat-related illnesses such as, but not limited to, heat cramps, heat stress, heat exhaustion, and heat stroke.
