29 CFR  1926.501(b)(13):  Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):  a)  On the roof of a newly constructed residential home, located at 138 Glendale Cir., Lot 98, Richmond Hill, GA, on on August 27, 2025, the employer exposed employees to fall hazards, in that the use of fall protection was not enforced for employees performing roofing activities at heights exceeding 25 feet.  Efrain Samora Miranda was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1812037, citation number 1, item number 1, and was affirmed as a final order on May 6, 2025, with respect to a workplace located at 168 Brookline Dr., Lot 315, Savannah, GA.  Efrain Samora Miranda was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 1774504, citation number 1, item number 1, and was affirmed as a final order on February 20, 2025, with respect to a workplace located at 126 Slade Street, Building 3, Savannah, GA.

29 CFR  1926.1053(b)(1):  Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  a)   At a newly constructed residential house, located at 138 Glendale Cir., Lot 98, Richmond Hill, GA, on August 27, 2025, the employer exposed employees to fall hazards exceeding 19 feet, in that a ladder used by employees to access and egress the roof of a residential house, to perform roofing work, was not properly adjusted for the side rails to extend at least three feet above the upper landing surface.  Efrain Samora Miranda was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR  1926.1053(b)(1), which was contained in OSHA inspection number 1812037, citation number 1, item number 2 and was affirmed as a final order on May 6, 2025, with respect to a workplace located at 168 Brookline Dr., Lot 315, Savannah, GA.
