29 CFR  1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:   On the roof of a three story apartment building, located at 114 Beach Haven Lane, Lutz, Florida 33558: On or about 9/3/25, the employer exposed employees to fall hazards, in that the ladder used for access did not extend three feet above the landing area while performing roofing work.
