29 CFR  1926.501(b)(13):Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):  a) On the site located at 6502 E Sligh Ave, Tampa, FL: On or about 09/04/2025, the employer exposed an employee to fall hazards, in that, employees were conducting framing work on a roof with a fall height to the ground of approximately 34 ft without the use of any fall protection.  b) On the site located at 6502 E Sligh Ave, Tampa, FL: On or about 09/04/2025, the employer exposed an employee to fall hazards, in that, employees were conducting framing work on the second floor balcony without the use of fall protection.

29 CFR  1926.502(d)(6)(i): A snaphook not of the locking type or designed for the following connections was engaged (i) directly to webbing, rope or wire rope; (ii) to each other (iii) to a Dee-ring to which another snaphook or other connector is attached;(iv) to a horizontal lifeline; or (v) to any object which is incompatibly shaped or dimensioned in relation to the snaphook such that unintentional disengagement could occur by the connected object being able to depress the snaphook keeper and release itself.    a) On the site located at 6502 E Sligh Ave, Tampa, FL: On or about 09/04/2025, the employer exposed an employee to fall hazards, in that, an employee was conducting framing work on a roof with a fall height to the ground of approximately 34 ft while the vertical lifeline being used had its snaphook connected back to its rope for anchorage.

29 CFR  1926.503(a)(2)(iii): The employer did not assure that each employee has been trained, as necessary, by a competent person in the use and operation of guardrail systems, personal fall arrest systems, safety net systems, warning line systems, safety monitoring systems, controlled access zones, and other protection to be used.   a) On the site located at 6502 E Sligh Ave, Tampa, FL: On or about 09/04/2025, the employer exposed an employee to fall hazards, in that, all employees were not trained to use the fall protection correctly while doing framing work on the roof.
