29 CFR  1910.138(a):General requirements. Employers shall select and require employees to use appropriate hand protection when employees' hands are exposed to hazards such as those from skin absorption of harmful substances; severe cuts or lacerations; severe abrasions; punctures; chemical burns; thermal burns; and harmful temperature extremes.  a) On or about 9/29/2025, employer did not ensure that employees working on the mandrel on line #5 were provided with appropriate hand protection, in that employees guiding material onto the cardboard rolls were wearing rubber-coated gloves that stuck to the material as it wound onto the rotating mandrel, exposing them to caught-in hazards.

29 CFR  1910.212(a)(1):Types of guarding. One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices, electronic safety devices, etc.  a) On or before September 29, 2025, the employer did not ensure that the point of operation on machines, such as but not limed to the mandrel on line #5, was guarded. Employees used their hands to align material onto the cardboard rolls attached to the rotating mandrel, exposing them to caught-in hazards.
