29 CFR 1910.95(c)(1): The employer did not administer a continuing, effective hearing conservation program as described in 29 CFR 1910.9(c) through (o) whenever employee noise exposures equal or exceed an 8-hour time-weighted average sound level of 85 decibels measured on the A scale, or equivalently a dose of fifty percent: Near the turbo tumbler at 33 Rose Pl. Springfield, MA: On and before Nov 19, 2025, employees engaged in the production of handcuffs and the employer had not administered a continuing, effective Hearing Conservation Program. Two employees were exposed to 8-hour time-weighted average (TWA) sound levels of 87.5 and 90.1 decibels (dB) measured on the A scale, while operating and working in close proximity to noise-generating tasks associated with the tumbling and polishing of completed metal handcuffs using high efficiency tumblers.
