29 CFR 1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity: a) 22924 Sussex Hwy., Seaford, DE 19973 (Construction Site): On or about December 9, 2025, subcontracted employees were exposed to fall hazards from approximately 20 feet when employees worked from frame scaffold (supported scaffold) that had been erected without a competent person.

29 CFR 1926.451(g)(1)(vi): Each employee performing overhand bricklaying operations from a supported scaffold was not protected from falling from all open sides and ends of the scaffold (except at the side next to the wall being laid) by the use of a personal fall arrest system or guardrail system (with minimum 200 pound toprail capacity). a) 22924 Sussex Hwy., Seaford, DE 19973 (Construction Site): On or about December 9, 2025, subcontracted employees were exposed to fall hazards from approximately 20 feet when conducting overhand block laying activities without the use of a guardrail system, personal fall arrest system, or end guards on frame scaffold (supported scaffold).
