29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: At the reclamation department located at 302 West 7th St. Solomon, Kansas, employees engaged in transformer recycling and disassembly activities at the Single Phase Destroy Line, or Pole Line/Salvage Area, were exposed to chemical hazards. The employer did not provide employees with effective information and training to recognize, evaluate and control exposure to used transformer insulating fluid containing carcinogenic compounds such as polychlorinated biphenyls (PCB) and benzene. The chemical hazards associated with exposure to the transformer fluid includes: skin and eye irritation, rashes and lesions, oil folliculitis/dermatitis, liver damage and enlargement, reproductive and developmental effects, endocrine and metabolic effects and may cause cancer.
