1926.503(c)(3): Inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding or skill. a) Jobsite: East Main Street & Maibach Lane, Lancaster, PA: On or about February 9, 2026, an employee walked along a metal roof on a new construction wood frame building without a fall protection system, exposing them to a potential fall of approximately 33 feet. b) Jobsite, East Main Street & Maibach Lane, Lancaster, PA: On or about February 9, 2026, employees were working within the truss structure of a new wood frame construction building without a fall protection system, exposing them to a potential fall of approximately 20 feet. Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photographic or video evidence of abatement or other written records.

29 CFR 1926.503(a)(1):The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards: a) Jobsite, East Main Street & Maibach Lane, Lancaster, PA: On or about February 9, 2026, employees were installing a metal roof on a wood frame building and working at heights greater than 33 feet above grade. They had not been trained in the appropriate fall protection methods to avoid hazards associated with elevated work areas. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

Abatement certification and documentation required within 10 days after abatement date. The certification shall include a statement that abatement is complete, the date and method of abatement, and state that employees and their representatives were informed of this abatement. Abatement documentation shall include documents demonstrating that abatement is complete, such as evidence of the purchase or repair of equipment, photograph or video evidence of abatement or other written records.
