29 CFR  1910.134(f)(2):Employee(s) using tight-fitting facepiece respirators were not fit tested prior to initial use of the respirator:  At the yard area, employee(s) engaged in torch metal cutting activities are exposed to respiratory health hazards in that are required to use a tight-fitting, filtering facepiece respirator, to include a Safety Works half-face respirator and no fit testing has been conducted. Torch metal cutting creates hazardous fine particulate fumes and toxic gases. Inhaling these particles causes acute irritation, lung damage, cancer, and/or metal fume fever.

Employees utilize chemicals such as propane and oxygen during torch cutting activities. According to the safety data sheets the oxygen (compressed gas)  may cause or intensify fire, it is oxidizer, contains gas under pressure and may explode if heated. Propane is extremely flammable gas and can explode if heated.
