29 CFR 1910.95(c)(1): A continuing, effective hearing conservation program as described in 29 CFR 1910.95(c) through (n) was not instituted when employee noise exposures equaled or exceeded an 8-hour Time-Weighted Average (TWA) sound level of 85 dBA: At the assembly machine at 15 West Street, West Hatfield, MA: On and before April 28, 2026, and at times prior, employees engaged in the assembly of case latches, and the employer had not administered a continuing, effective Hearing Conservation Program. One employee was exposed to an 8-hour time-weighted average (TWA) sound level of 88.2 decibels (dB) measured on the A scale, while operating and working in close proximity to noise-generating tasks associated with the assembly of plastic latch components.
