Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees, in that: foot pedal mechanism(s)
on machinery were not protected or were inadequately protected to
prevent unintended operations from falling or moving objects or by
accidental stepping onto the pedals:
a) The foot treadle (front and sides of shear) was not guarded on the
Hill and Jones Metal Shear located in the new bilding new the east
wall, February 1, 1988.
AMONG OTHER FEASIBLE AND ACCEPTABLE METHODS TO CORRECT THIS HAZARD WOULD
BE:
1) Install a rigid metal guard over and above treadle
2) Install 2 hand tripping device with magnetic dies
3) Install Gate-A or fixed shields to ram
4) Install pullbacks/restraints
5) Install electronic sensing device
