Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a fall hazard while working near the edge of a floor: a) County College of Morris Site - High Tech. Bldg. - Employee(s) were working from wooden step ladder at the edge of a floor which placed them above the perimeter protection and subjected them to falls of 23 ft. to the ground below. One feasible method to abate this hazard would have been the use of a safety belt with lanyard. Violation observed on or about 3/27/89
