OSHA opens inspections for many reasons — routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) Employees were exposed to electrical burns or serious injury from
electrical power lines in that on or about September 3, 1985,
employees were working in close proximity of a 7500 volt single
phase electrical power line along County Road 20-1/2 and Weld
County Road 7 in Weld County, Colorado.
A feasible and useful method to correct the hazard is to insure that the
electical power lines are de-energized and visibly grounded and that
training rechniques should be devised to insure that safe procedures
will be followed in the future when employees are working around
electric power lines.
