Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falls in excess of 30' to the ground below due to the tipping of the vehicle mounted elevating & rotating work platform: Among other methods, one feasbile & acceptable abatement method to correct this hazard is to ensure that employee(s) use outriggers as stipulated by: ANSI A133.1-1972, Section 5.2.19 Safety Requirements for Tree Pruning, Trimming, Repairing or Removal; and to follow all operator instructions for the ASPLUNDH. Line Lift & Trim Lift Model LR-42 as provided for by the manufacturer. a) Main Avenue. Employee(s) operating from Boom Truck without the outriggers extended on September 9, 1988 and boom tipped.
