Section 5(a)(1) of the Occupational Safety and Health Act of 1970: On
or about 6/9/88, the employer did not furnish employment and a place of
employment which were free from recognized hazards that were causing or
likely to cause death or serious physical harm to employees in that:
a- Employees walking or working near the #1 oven on the sheet casting
floor were exposed to the hazards of fire and explosion caused bythe
ignition of a dangerous level of a flammable vapor/air concentration
in the oven.
One feasable and acceptable method, among others, to correct this hazard
is to install and maintain a flammable vapor concentration indicator
with suitable controls to automatically shut down the heating system or
operate auxilliary ventilation when the concentration of flammable
vapor/air mixture has reached a predetermined dangerous level, not to
exceed 50% of the L.E.L. as stipulated by N.F.P.A. 86A Chapter 4 Section
4-4-2.
