General-duty citation text

Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to:
a) Employees in the printing and cutting departments, and all other
areas where lifting and/or pushing and/or pulling are required were
exposed to body-mechanical (musculoskeletal) injuries.
A feasible and useful method to correct the hazard among other methods,
is the periodic comprehensive training and supervision of all exposed
employees in body mechanics, manual lifting and team lifting techniques
and in the utilization of lifting and movement assistance devices.
*Step One - Implement a training program in body mechanics and lifting
technique for all employees exposed to the hazard as an interim
protective measure.
*Step Two - Submit to the Area Director a written detailed plan of
abatement outlining a schedule for the implementation of engineering
and/or administrative measures to control employee exposure to
injuries and referenced in this citation. The dates for the following
actions which are consistant with the abatement dates required by
the citation:
a) Evaluation of the conditions, locations and the employees are engaged
at the onset of injuries.
b) Evaluation of applicable control measure(s).
c) Periodic training of employees in the applicable control measure(s).
d) A monitoring method to assure effective utilization of the control
measure(s).
*Step Three - Correction shall be completed by the implementation of the
detailed plan of abatement.
