Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment and a place of employment which were
free from recognized hazards that were causing or likely to cause death
or serious physical harm to employees in that employees were exposed to
20 feet fall hazard while being elevated by a forklift on an unsecured
and unguarded pallet:
a) Building D - Employee riding on pallet 20 foot fall level, to unload
door frames, on or about December 17,1985.
One feasible and acceptable abatement method to correct this hazard is;
a) Provide travel controls elevatable with he lifting carriage or forks.
b) Use of a safety platform firmly secured to the lifting carriage
and/or forks.
c) Provide means whereby personnel on the platform can shut off power
to the truck.
