An employee went on the roof to clean plastic debris. He noticed a piece of plastic by the leading edge of the roof. When he attempted to remove it, he slipped and fell about 13 feet from the leading edge of the roof to hard-packed dirt below, breaking both legs. Fall protection was not worn at the time of the incident.
