An employee was inside a hydro-scaffold to ensure that the scaffold was clear to be lowered. As the scaffold was being lowered, an outrigger arm was caught on a baring plate, causing it to become unseated. The scaffold then fell approximately 10 feet to the ground. The employee sustained a broken pelvis and a lacerated scalp.
