An employee stepped down onto a stairway with seven risers, putting both of his hands on the rails. He fell onto his arms and slid down the stairway while still holding the rails. His left leg made contact with the concrete floor first, and his tibia and fibula were broken. He was hospitalized, requiring surgery.
