Before the incident
Retrieving a rubber bungee strap from the toolbox on his truck.
What happened
The employee was getting a rubber bungee strap out of the tool box on his truck. The rubber bungee strap was stuck under a chain. The employee states that he began to pull on the rubber bungee strap to free it. Once it released it metal hook on the end whipped back and struck the employee just above the right eye.
