Operating the bread pan machine

The line was in a pan change and the pans had run out while there was still some dough loaves. The employee reached into the conveyor to grab and remove the dough and when the weight of the dough hit into his hand it was pushed into the conveyor and was injured at this point. Employee cut tip of his left pointer finger on his left hand. Employee states he knew he did wrong and was trained to either stop the line or let the dough pass by and go in the floor. He couldnt explain why he decided to reach.
