Carrier was traveling southbound on [REDACTED] at approximately [REDACTED] heading to his pivot. As he approached the stop sign at the intersection or spruce and [REDACTED] at to which he could not come to a stop. The carriers personal backpack that was upfront to the left of his feet did not allow the brake pedal to be depressed causing him to go through the stop sign.
