Unloading mail transport containers from back of truck.
What happened
[REDACTED] mail handler was unloading a truck full of mail transport containers. When they were pulling the bottom shelf out the top shelf of the General-Purpose Container slammed down on the top of his head. The orange safety latch was not engaged on the top shelf as the employee was pulling the bottom shelf. APC fell on employee 's head while assembling the equipment.
