On [REDACTED] the employee and his partner were instructed by the foreman to pause and wait for instructions on what materials needed to be relocated. The employees did not wait for the instructions. The employee and his partner decided to go ahead and move a drywall dolly loaded with 36 sheets of fiberglass wall panels. The employee pulled on the dolly from the back side steering end on the dolly causing the load to tip over on the employee.
