EE works in frame mill and states he was moving wood and had placed on left table then was getting another and moving to the right table when "right knee went out" and EE "hit the floor." EE states was unable to stand or move his leg initially but when he tried to bend leg slowly he heard it "pop back in place. Afterward his partner helped him up and he reported to his Supervisor and HSS.
