Before the incident
EE was on patrol and was approaching a suspicious vehicle in response to vandalism of nearby properties - windows had been shot out with rifle.
What happened
As EE was engaging with the subject EE opened the driver 's side door and put their foot on the brake pedal in an attempt to prevent the subject from fleeing. The subject did attempt to flee and floored the gas causing the EE to lose balance and ultimately be dragged for several yards. When the EE became free from the vehicle he landed on his knee causing a fracture to his patella.
