[REDACTED] was grabbing a new propane tank from the propane rack located in the [REDACTED] yard. While he was removing the tank from the propane rack the tank fell off of the rack. The weight of the full propane tank falling to the ground aggressively pulled [REDACTED] 's arm shoulder with it. This caused an over extension of his right upper arm and shoulder.
