The EE was replacing the foil wrap (outer tape) on the coil winder.
What happened
The EE was replacing the foil wrap (outer tape) on the coil winder. He held the cylinder plate down to expose extend the blade with his right hand as he pulled and gathered the excess foil wrap with his left hand to prepare for the cut. He had the excess wrap held too close to the exposed blade so when he pulled up to make the cut the tip of his left index finger hit the serrated cutting blade puncturing the through his glove and into the tip of his finger.
