What happened
[REDACTED] was bringing up closeouts from the bag room. He could not find a cart and decided to place one bag in the passenger 's seat and one bag on the side of the tug. While driving the bag in the passenger 's seat slipped off the seat [REDACTED] grabbed it. simultaneously the tug began to veer off to the left which put him too close to the guard rail. [REDACTED] braked and attempted to steer away but impacted the endcap of the rail. This abruptly stopped him; the impact caused his body to lunge forward crushing his hand on the steering wheel.
