Before the incident
A locals power wheelchair malfunctioned and got stuck on one of the walking trails at the base of the hill by the staff parking lot. I was notified by an employee [REDACTED] who knocked on the shop door unsure of what to do. It was later in the day and I was the only one left onsite in my department. I walked out there to find 2 women apparently sisters on the trail. The woman in the wheelchair was in direct sun and looked like she was overheating. [REDACTED] and I tried to help troubleshoot to get the chair working with no luck. We tried to help move the chair but were unable. We enlisted the help of another employee [REDACTED] [REDACTED] who happened to walk by. Still unable to move the chair we decided that it would be best to get a regular wheelchair to transfer her into so we could at least get her out of the sun. I also had the idea of using one of Summits battery packs to try to charge the wheelchair in case it was just out of power. The woman and her sister lived just down the
