What happened
[REDACTED] was running the Wendell Batch Plant and as he was loading the second load of the day the cement would not draw up. [REDACTED] had sent [REDACTED] another batch person that was there go up on the plant to see what was wrong. [REDACTED] couldn 't find anything wrong and had signaled to [REDACTED] to come up on the catwalk to help find the problem. As [REDACTED] got to the top of the ladder on the catwalk the wind gusted well over 40 MPH blowing his safety glasses off his face and debris into his left eye. The wind had been blowing all morning at 25 to 30 MPH. [REDACTED] used eyewash to wash the debris from his left eye but could not get all of the debris out of his eye.
