What happened
[REDACTED] departure [REDACTED]. The employee went to reopen the cargo door to load a final bag in bin 3. After opening the cargo door the handle was turned to lock the door in place. The primary cargo door was not fully secured (latched properly) only the left side was locked in. The agent used some force to pull the second door upward which wouldn 't move and was depending on the door to operate correctly. This caused the primary door to disengage downward.
