Working on a tug that was having the engine replaced.

He was working on a baggage tug which was having its engine replaced. The engine removal process required that the hood hold-open rod be removed from the vehicle. The hood was raised and was leaned back over center against the cab of the vehicle without a physical restraint. [REDACTED] was working near an open garage door and it was a very windy day.
