Before the incident

What happened
Maintenance EE was installing temporary lights in the oven room by proofer 3 north wall. EE was in the scissor lift. Upon lowering the scissor lift EE was not aware that the lift did not fully lower to its lowest position. EE stepped out of scissor lift while lift was approximately 30-32 inches above ground. While stepping out he lost his balance due to the height difference from ground to scissor lift platform. He tried to hold on to handrail with his right arm to avoid falling out of the lift. One foot remained up on the lift while the other support his weight on the floor. After this he felt pain on his right biceps area. Right bicep was swollen.
