changing hydraulic bedplate valve

Employee was asked to change hydraulic bedplate valve on weekend shift before hydraulic pumps were started. Employee did not come in on weekend shift and came in [REDACTED] instead to change valve. Employee sent out email to group about leaving hyd pumps turned off until valve is changed. 2nd employee started pump without knowledge of other employees ' email or work being performed. This caused employee one to get sprayed in the face and on body with hyd oil. As well as area covered in hyd fluid. A 3rd employee nearby pushed emergency hydraulic shut down button. Normal procedure is to lock out hyd pumps using lock out tag out procedures. Unclear yet why that was not done. Employee was taken to eye wash station to wash out eyes. Showered and changed clothes. Then was taken to urgent care to have eyes checked. No obvious damage to eye. Sent to urgent care to be sure. Oil spill was cleaned upped with rags mop and water hose. Approximately 70 gallons was lost.
